Refinishing seems to be the best route. 

We went through and kept some stuff to sell (leather harley goods, brand new Motocross helmets/goggles, a great trunk I refinished for our primary). 

Painted cabinets, refinished floors, put in new bathroom fixtures, painted the whole inside and out to brighten it up.

I tore each unit down and put in new kitchens, paint, refinish floors, and re-did decks.

I've refinished more cabinets and wood floors than I care to count.

There is also an addition in the back of the house which doesn't have terrazzo flooring.I believe I have four options:1: Remove old tile and refinish the terrazzo floors and throw laminate flooring for the addition2: Remove old tile floor and throw laminate flooring so that all flooring is the same throughout the house3: Throw laminate on top of the existing tile4: Remove old tile and refinish the existing terrazzo and new terrazzo flooring for the addition to match the rest of the property.I will be using this as a rental, I want to be budget friendly but I dont want to waste money in the long run.

You need to have enough to pay for several repairs per year and to build a reserve to do things like paint and carpet cleaning or floor refinishing.

The work is to re-finish a basement.
