I guessing they also might be subject to more commercial issues like sprinkler systems, commercial fire alarms, handicapped access, etc which will discourage many or make it so expensive, it's not profitable.

One can do it but, its easier if you have apartments, you know what's going on with your other units in same community and then you can handicap units based on size, location etc knowing historic data.
