And if anything, I feel that the effects from the mortgage forbearance, and now the eviction moratorium are going to be seen more like 12-18 months from now (Just my speculation). 

Its too early to speculate if B class tenants are seeking more affordable housing during this pandemic but it appears its starting.

This is just purely speculation, but if they have another property under contract close by and also up for rent maybe they are pushing off both closings until they get one rented and then they will pull out of whatever deal they can't get rented.Are they financing the deal or paying cash?

Is everything based on speculation, betting on appreciation, annual increase in market rent and principal pay down?

Apartments are different and I could only speculate why.
