Assuming this is correct, if the client is currently living out of town and ordering these materials on a credit card to be shipped to the site, how do we ensure we get compensated for our full project cost?

I don't know one way or the other, but I'd be willing to bet that ship has sailed.  

Some pockets are great others not so much.  49th and college has some pretty significant developments with the Sinking Ship and some other restaurants and shops..
