I've had a few electricians look at the damage, and tell me over the phone that the reason for the damaged box is because ComEd when originally run wire underground to the home it did not leave enough "slack" and over the years with the home settling and the harsh winters the wire had pulled back from the home causing the box to be pulled along with it and cause the damage.

Now, this is a generalization, of course, but as a former vet tech, turned high wage earner, with 3 large dogs, who ALSO happens to be renting right now due to a recent job transfer...I am a landlord's DREAM as far as stability, care of the property, and no-drama is concerned...but most people's pet policies would have kept me in ghettos if it weren't for word of mouth rental opportunities.
