If there is a necessary repair, you don't have to ask the tenant for permission, you notify them of the situtaion and what WILL happen.

I certainly prefer that a tenant get permission for a simple repair such as this, but I would not have a problem reimbursing them the cost of the seat, vs. the cost to my client of sending out a handyman to change it.
