My reading of the legislation is that it limits the ability of cities and counties to regulate ADUs and impose costly fees.

I'm uncertain of the real estate law in North Dakota, but I find the contract terms to be offensive.

If you see an adjusted declining per capita income you need to carefully consider the long term value of the investment.Inflation adjusted income in Las Vegas have been slowly increasing (except during the 2008 to 2011 crash) and projections are that the increases will continue according to a Federal Reserve Bank study.RegulationsState/county/city legislation can make an otherwise great investment a financial disaster.

If the wholesaler licensure question was even somewhat clear cut, NAR would have convinced legislators, judges and state real estate commissions years ago to enforce action against wholesaling activities.

What I'm uncertain about is whether the industrial zoning would scare residential buyers away for financing or insurance reasons.  

We have several real estate related bills on the table here in Virginia for the 2020 legislative session.

Some ways to combat that variance are by 1) doing a detailed screening on every potential occupant of the unit, 2) having a comprehensive lease that spells out those things that you consider important, 3) taking time to thoroughly walk the tenant through your unit showing and explaining to them how to operate everything, 4) letting them know in no uncertain terms what you will and will not tolerate, and 5) tell them to call you first if they have any questions about the unit.

In fact, so many people have messed up at it that some states are now legislating to control and seriously limit such activity. 

-Inventory can be affected positively or negatively depending on which of the current proposed bills gets passed by Legislators. these are bills are being reviewed as we speak.

Whether legislation is good or not is not something I want to get into.
