A raw lot has no approvals.As a simple example, many of the townhouse deals I work on are priced at $5000 for a raw lot, engineered at $50,000 and finished at $100,000.

The city wants to buy my land, at the value of raw land, and I will not sell it to them at that cost.So not being wanted and zoning are not tied together.That said- read the code to make sure you understand the rules for placing homes, replacing homes etc regardless of being conforming or non conforming.

I am focused on buying 1000sqft or smaller SFH for $500 to $800k in silicon valley - adding 800sqft or so and making it "better than new" and sell for $1 to $1.5m...faster and lower risk than raw land development..and there are so few new houses in the valley they get a nice premium.
