I don't know what kind of steamer you were using, but a steamer made to remove wallpaper, such as the Wagner 715 that Home Depot sells for $50 WILL get that off as you scrape with a small putty knife up to a 4-inch taping knife.

If you keep running into walls and red tape, maybe you can get L.A. city involved to smooth your way since L.A. is in a massive housing crisis.

I would not paint cabinets unless you have them done professionally, and unless you are really good with taping and spraying I can't see you respraying an entire kitchen for $800 including doors (unless it's just 4 or 5 total cabinets!). 

no one cares for lease terms, emails, their adress, how many sq ft is the property, is the driveway concrete or asphalt, etc,etc7 steps or less is what it should take. no more, could be less.

I wonder what they'd think of a half-dozen wooden RV's tethered together on a patch of asphalt. 

The other acceptable forms of notice are in person to someone at the property over 18 or taped to the inside of the front door.
