I'm looking to invest in western new York. 

Wondering if there are any investors in the area or the general area  (western mass) that I could connect and share information with.

@Tara Piantanida-KellyYou may be hard pressed to make 35% CoC deal in western New York ... though you are next door to the rust belt, so perhaps they do exist in your area.If you wander a little further west towards Cleveland, you could may find deals like that (there are some that produce 3.0+% rent).Or ... maybe you have the ability to improve your current deal.

Is the crime rampant in the Western part of PR, near Rincon and Isabela?

I want to analyze northwest, western, and southwestern suburbs but I have found no easy way to do this. 

I have a STR in a gorgeous waterfront town in Western Michigan in prime location (walking distance to shops, restaurant, waterfront)....Renting it in the summer is super easy, but things seem a bit quiet in the winter months.

Western Washington and even Western Oregon are tough.
