My thoughts are if they meet income requirements have no major issue with their credit or criminal issues then I would meet with them and make a decision.

BTW criminal activity is not a protected class so rejecting someone for housing or job because they have a criminal record is perfectly legal. 

I find it rather ironic that landlords are so concerned with approving tenants with a criminal record when they may be going to investor meetings and dealing with other landlords with a prison record!
