I would guess a high percentage of the time the policy is being exploited by those who don't really have a legit need for an ESA and they are ruining it for those that actually do.

I used to do that and really changed my strategy after remodeling the same houses the second time within 10 years... then you see what held up and what didn't.My favorite example: the cheap shut off valve that ruined an entire new kitchen..

The problem with allowing ANYONE to paint is that if one person tries to paint and messes it up - the walls are basically forever ruined unless you sand/float the entire wall over again.
