cats seem to be much worse than dogs, and the longer the urine sits, the more damage it does.I would expect you'll have to replace the carpets, pads, and probably a good bit of subfloor.

If the house is built on a concrete pad, run. ;-) You actually can have a company inject concrete under the slab but you need to know why it is sagging or it is likely to sag again.
