The difference in WA is that there are much higher paying jobs and more tolerance for government intrusion into all aspects of life.

Is there some possible point of exterior water intrusion?

A sewer scope is a few hundred bucks and can tell you if it’s due to vertical load, horizontal load or root intrusion.

Get a bit of information and confirm the injury non intrusively.

That seems a bit... intrusive to me. 

Mother in law has a house that needs a drain problem assessed, a potential broken pipe, or a water intrusion from rain water.

This gets to be very expensive for what turns out be only a 5 year loan- Intrusive property management and LLC agreements. 

This is way too intrusive.

It’s common sense that something to check for in a property is whether or not it’s got foundation issues, and that much water intrusion would be a concern of foundation issues for me as someone who actually works on and has owned rentals for years.

You will cover the exterior walls with stucco or siding, but without regular painting and maintenance, those cracks can allow for water intrusion and who knows what will happen after.
