Pending Solution: 1) given that I have a sense that this tenant isn't going to be forthcoming, I am going to retract my initial offer to make the rental increase a discussion. 2) I am going to set rent at a rate that establishes cashflow, but doesn't go anywhere near market rates.

Nothing gets installed on top of the planking cause they need to expand and retract with temperature changes, plus you need at least 1/4" space between the flooring  plank and baseboards or walls to allow for movement

Even in 2009-2011, some cities saw tremendous growth and increases in value, while others saw retraction and falling values.

@John MorrisDepending on how your lease is worded, the Tenant is responsible for the entire amount of the lease regardless of where the money comes from.Section-8 vouchers are usually rescinded or retracted because the person no longer qualifies for the program or the information provided to the program initially was found to be incomplete or incorrect to begin with. 

My thoughts1) If this recession gets worse, many banks will suddenly retract HELOCs, like they did in 2008.
