BP is informative and entertaining, and there is a lot of information available, but the information in the forums is scattered.

However, I haven't been able to find any official information confirming whether this is legal or if it violates any laws.I'm hoping someone here might have experience with this or know of a reliable source that can clarify the legality of contacting a tenant's commanding officer.

IF you can't find information for your local area from a reliable source (ie government) that you are comfortable following, hire an attorney who does evictions.

Any idea where the information was coming from? 

They can do this by getting information and the identities of the subto students and gurus so they can program software to catch these.
