I am a bit concerned about water long term in AZ and NV. 

We deliver our properties free of both (noted as such in the lease) and then contractually make the tenant liable for prevention/termination. 

If that's not the case here, can you terminate the agreement without penalty at this stage?

ALSO, I have not had to do an eviction following a partial payment agreement (so I don't know exactly how that would pan out in our courts), all of my tenants have so far completed their payment agreements as signed.Multifamily Northwest has forms for these types of things available via the Rental Forms Center at https://rentalformscenter.com/ Their forms are typically well reviewed by local attorneys; as you'll note, on the Partial Rent Payment Receipt there is verbiage specifically about if the landlord has/has not served a termination notice and reserving the landlords right to eviction if the agreement is not completed. 

We also do a property orientation and show them how to operate the house, change filters and batteries, turn off water main - and of course the mystery of GFCI outlets

The way their contracts are written, if you terminate they can keep all money paid to them.  

Then when I made another comment that it was convenient for them that no one could see any comments made, my access was immediately terminated.
