However, the City initiated the "Buy Into Baltimore" open bid program (which we're interested in participating) through which you can bid/buy city-owned abandoned/vacant properties for redevelopment/resale.The problem is, there are so many blighted neighborhoods in Baltimore, it's tough to know where to start.

Or just leave it Alone because at this point and time, the tenants have completely abandoned and ignored all sources of communication and are guilty of fraud because of Lack of evidence of hardship for nonpayment due to COVID-19 and have FAILED with cooperation to the Landlord as required by the moratorium.

I should clarify a couple of things - the city is abandoning their current drain line as its undersized and installing larger pipe next to it so can't be a trenchless pipe but would have been nice.

You find the house completely trashed with missing appliances and cabinets, tenants were cooking meth, windows broken, etc. 6-8 months of unpaid rent, unpaid utilities, thousands to empty the abandoned property and trash, $50,000 to completely renovate the property and make it rentable again, plus all the time, energy, and stress along the way.I would actually argue this is pretty common and not even the worst-case scenario.
