Mold requires moisture and a food source (dust is sufficient).

I think it depend how bad the flooring has been penetrated.

But 1 is a Communist 1,000%, I do not have even 1 iota of dubt on that anymore and I gotta tell you I really tried hard to find anyway to refute that fact because it's sh_t terrifying that Communists have penetrated and usurped the US to that degree, but here it is, it's reality, they have.  

They pull any moisture they can get out of the air, so if there are any small cracks or openings to outside air they will just continue running, filling up their tank from the moisture in the outside air and not working efficiently at drying out the space you’re trying to dry very well.

We also tiled the entire first level because the property is partially built into a hill and this would help reduce moisture issues.We also added a stacked laundry center by the front entrance.

I’d rather trust a professional with a moisture meter to see if it’s dry (just after or even during a heavy rain would make me feel better) before fixing the ceiling.

I like your attention to water and moisture - its one of the leading causes for property damage.
