We've bought 2 out of state properties without seeing them in person via facetime tours and pictures, but we had spent some time on the ground at both out of state locations several times before buying (1 property was on the same street as another one that we own, so we were VERY familiar with the street/location).

I have not been able to get paid on 95%+ of tenants I've tried to help secure something that wasn't my listing because they often find another property where I can't get paid, tour directly with that apartment building or owner, and sign directly with that apartment building or owner. 

When I returned from a 15 month tour in Iraq, I decided that life was too short to get caught up in who has the best car or biggest house.

Once you know how much you can get approved for, I'd find a real estate agent you like and trust and begin touring homes.

Ask the people who tour the apartment why they dont want to move forward.

Also, a floor plan or 3D tour might help potential tenants envision themselves in the home.Its been listed for 38 days.

Have you toured other properties for rent in the area?  

I toured a home recently that had a large bathroom (second floor) and a stackable laundry in an area that looked like a simple linen closest.
