However the recurring cost for the tenants in uninsulated or under insulated houses is tremendous and many tenants stay one winter then move on to cheaper accommodations. 

Newer properties have been gut rehabbed with layout changes to accommodate a more modern floorplan with bigger bedrooms, but the smaller 2-4 units commonly have tiny bedrooms in those areas

Now that some time has passed, I have no regrets to accommodating the request and closing the sale.
