@Jason Fraser - Hey Jason, The great Google is your friend - for zoning in Salt Lake City, Googles tells me that I can look up any address here http://maps.slcgov.com/mws/zoning.htm this site will tell you the zoning code for the address you enter and another table on this page tells you what the restrictions or uses are per zone.

With that said it's more than fair.Right now in the Salt lake City area contractors are going for $65-100hr and handymen(which only requires a certificate that really means nothing of skillset) go for $40-65$ an hour
