Maybe I'm biased because I work in construction, but the best contractors are so busy they don't even return your calls at all.

I suspect most people who think this way have a recency bias, with a very long real estate appreciation curve, and forget that there's lots of places where you could point to stagnant prices for 20 years or more (and some of them are still out there now).

I think Milwaukee is a great place to invest but I am bias :) I also think our market has a great local real estate community that is extremely welcoming and helpful. 

I'm admittedly biased, but I cannot think of a good reason why your tenant would be pushing back on your process of making improvements to their unit.
