The tenant:(1) has a continuing right to pay the current charges for the most recent billing period and retain service;(2) has the period of time provided by the governing ordinance, policy, or practice within which to pay the charges;(3) is not subject to any deposit requirements; and(4) is entitled to reasonable notice of any disconnection.This paragraph does not require a municipality to alter its accounting system or billing records if the tenant exercises the right to pay current charges and retain water service.

This is reality and investors should be aware that when some system sounds to be good to be true, it is as a rule.It's easier to translate costs and profits to a %, I may need 30% to break even, 200K -30% = 140K - 5 in closing costs and 30 in rehab cost I need to buy at 105K or less.

Appreciation, even at a very conservative 5%/year appreciation on the market value of the house, this translates to 20% on a 25% down payment (you get appreciation on the market value, not on your equity).Getting LESS than 30% yearly on your rentals with the above factors is very hard.

All 20 cities are still positive gain for year over year ending September 2018.The market supply is the amount of homes/SFR for sale, which has been steadily increasing to about 3 month supply, but that still does not translate into a buyers market, as 6 months as normal.
