In addition, many institutions saw trading those same seconds as a risky enterprise and simply decided not to do it based on counter-party risk and headline risk.  

IE paying lawyers out in the mid west mortgage states etc etc.I see this as a highly organized and well run business enterprise I have a hard time thinking this is a good fit for mom and pop on their own.. unless they just like torture..
