There's an express statute that says wholesaling is legal;An appellate court has expressly ruled that wholesaling is legal (although you have to be careful from overreading an appellate decision); and/orThe relevant regulatory agency for the jurisdiction has expressly stated that they consider wholesaling to be legal (and they haven't changed their mind since).
