Most everything I would nonrenew a tenant for would likely be known to me without trying to "screen" existing tenants before renewal. 

The fact that you have already owned and sold a rental property gives you a great experience to start from.In terms of the best place to invest - that is whatever place meets your criteria, goals and investing style.Personally flips have not been working as well for me lately, but when we get the right BRRRR deal those are still working well.

Saul, Phoenix and Vegas are popular markets, but I’m not sure they’ll actually cash flow well with today’s prices and interest rates.

Without rent control i either raise their rent far above market rents so they give me notice (my preferred method) or i simply do not renew their lease.

This step-by-step approach has worked well for many, and it can for you too!

You need to do the research too if your area would be bringing in more money as an STR, some areas would do better as a long term rental as well. 

Personally I prefer single family homes around that median price because that's where the most demand will be not only for owner occupants but renters as well.

You can refinance into a FHA 203k or like @Jason Wray mentioned you could even use a Fannie May homestyle renovation loan as well!
