There is some future Infrastructure improvements taking place, which can/cannot impact the property ROI. 

However, this could limit your ability to complete a future 1031 exchange with that property.

Suggest you pester them with questions to learn the eviction process, so you can save money in the future.

Depending on what you would like to do I would contact a competent real estate attorney and seek some legal advice so you don't get sued in the future.

They originally wanted 360k, but the mortgage would have the property running negative for the foreseeable future until all renovations are done, which I won't do.

I am looking to purchase more rental properties in the near future.

I may look at out-of-state investing in the future, but I think good deals can be found locally (which I think you acknowledged). 

This is after covering all expenses and setting aside a certain amount for reserves to cover future expenses like capex or vacancy.
