I guess the finishes are almost top of the line or something. for row houses, finishes tend to be on lower to mid end or it will defeat the purpose of the row house, i mean, if you put sealed hardwood on a row house, it wouldn't make sense spending too much when arv caps it as a row house. just my thoughts.

Additionaly, there is some caulking that should be done in the apartment anyway, so I want to try to seal it up better regardless.I'm hesitant to bring in a professional at this point, but I'm not sure if my pre-disposition against that idea is correct or not.

It just needs to be sealed inside to prevent warm air from escaping to the roof to cause anymore ice dams.

If you had nothing in writing, signed, sealed and delivered I'm afraid you may be out of luck.Working with 100+ REO property purchases taught me that banks do whatever banks want to do. 

Or is just proper sealing and paint?  

One is to keep interior walls permeable (online references) and one is to try to seal them (experienced construction guy). 

Wish I would have sealed it every year though : /. 

After rinsing them and letting them dry, I used BIN primer to seal it in.

Biggest expenses will be roof repair, flooring, exterior and interior paint, some replacement windows, and cleaning/sealing the interior due to nicotine stains/odor.
