On a last note, municipal liens is just a small piece if the overall puzzle and really one of the easier aspects of the process. 

I am an idiot and busy in general and the puzzle piece doesn't fit yet.

Again I would need more info about costs and money available to work the puzzle.

The part that puzzles me is, do I enter a sale agreement then seek financing or do I try to get pre-approval prior to entering an AOS.

NNN is nice when your sitting on $5-$10M and want truly passive diversified income with NNN being one piece of that puzzle.

It feels more like a puzzle, chess match, or treasure hunt... 

Get a deal that has a giant spread so if you mess it up, you'll be okay but just have faith in your ability to problem solve and treat it like a challenge everyday to over come or a puzzle to solve versus the end of the world.
