I believe putting in new windows tells the buyer that you did more than aesthetic repairs (even though replacing the windows helps).

People can tell you to suck wind over the phone.I never talk price over the phone.I determine motivation on the phone.Get there in person and press palms and make eye contact.When you enter their house or place of business it gets personal.If you try to talk them down on the phone in price they think you are a punk and hang up.
