I haven't used REI Nation, but I have done due diligence with two turnkey companies that I am on the waiting list for properties that work for me.

Don't wait for the water company to come out. 

I told them to do the same thing you are doing just stash it away and wait.

I have been waiting for that before entering the property, but concerned about doing that without the appropriate documents being issued. 

That advice isn't feasible for everyone and not everyone wants to wait 5 or 10 years until they save $100k to get started, nor should they have to.

Or will buyers get tired of waiting resulting in increasing demand? 

I suggest you wait until late winter to sell.

We have about 2-3 months until our home will be done but I don't believe this home in North Dakota will still be available if we wait.

Additionally, some landlords are still waiting on over $5,000 in payments from the program.This market is right in my backyard, and it seems like a good place to start, as I can afford to buy homes in the $65,000–$80,000 range and am familiar with the area.

I'm waiting to see how much I can afford to pin point a area but I would love to get something in the Marietta/Kennesaw Area.
