I included in additional clause "Tenant acknowledged that even though they will not physically inhabit the home until they return from deployment (after the lease effective date) they are still responsible for the terms and provisions in this agreement."

So, a lot of times we need to educate the owner and let them know that there are certain things that legally they are responsible for and very simply if they are making the house unsafe or inhabitable by not fixing something, they could be possibly in violation of the tenant’s rights and the property code.Lastly, I have seen owners that violate Fair Housing Laws.

IF I'm able to find that out, how to approach the institution and show them that the property that was in livable condition when they made the loan is now in a deteriorated and inhabitable state where the amount of work needed to get it back to livable standards is significant, hence I'll take the property off your hands but it's going to be well below market value and you are going to be losing a lot of money.

In most cases if it stays on wheels it is not a permanent structure, shipping containers, if inhabited may be considered permanent.
