Tough situation, yes, but she also got herself into this somehow.If you want to assist her with selling the car, then that might be a nice gesture and good support (possibly), benefitting both sides.

I'm sure they would appreciate the gesture and think that the landlord "cares"...

You're starting on the right foot with the tenants (they'll appreciate that gesture).

Normally the cost is nominal to me, and I feel that it is a nice gesture to waive the charge.

That being said, some landlords will try offer to put up tenants as a gesture of goodwill.As far as 2 policies, once the insurance companies find out, one will be determined as the primary policy and handle the claim.Please keep in mind, if you have 2 Property policies, it's unlawful to purposefully have duplicate coverage with the intent of filing duplicate claims. 

@Walter Franey I think a Christmas bonus or gift is a nice gesture of appreciation, especially since they do a great job for you.
