POHs do make for enticing cash flow but you have to keep up on the maintenance and repairs.

Once committed to investment properties, debt will entice you for as long as you decide to stay invested.

Would better cash flow be what entices?

I think my rental rate competes well with 2br apartments in larger buildings, so the value proposition probably seems rather enticing for a lot of folks.  

Many out of staters have invested in Baltimore, enticed by great cash flow numbers, only to realize that they really need strong, local management to make it work.

(though in general deals are still happening for buyers/sellers - thank goodness).Once I sell my house in L.A. and am ready to look for a property I won't be waiting for a potential crash if I see a property with numbers that entice me. 

To be honest seeing cap rates of 7.5% and up, it can be quite enticing.

The Buffalo market has also been appreciating as of late so that has made the market even more enticing for investors. 

Would a seller be enticed to sell to a non-cash buyer with a SLIGHTLY higher offer and pre-approval letter?

I was thinking I could offer some enticement such as paying all the property taxes and insurance, paying for all the repairs.
