Check to see if your old LLC is even still active on the state's roster.I know where I used to have mine (MA), it would be "administratively closed", i.e. dissolved, if you didn't file your annual reports and other paperwork timely. 

My dad served as the administrator of many of his friends' estate as they had problem with English.

If Ohio has them, have your agent file a case with the administrative law judge to get an order to release the funds. 

If so, I would also start building your investor database and talking with as many as possible.  

In the meantime you can start building your database of potential renters. 

I would say if you don't know the area, you should check the eviction database for that street to see how often evictions occur, you should check crime on neighborhood scout or some other site, and you should drive by the property late at night and see whether you would feel safe getting out of the car.

I know other student rental investors that do not require guarantors because of the additional administrative work and they say that the social pressure of not paying rent is enough insurance.Low Vacancy - LOCATION is everything with student rentals.

Ultimately, setting up and maintaining an LLC comes with annual administrative costs so another thing to consider is if your cash flow is ready to support these additional costs.
