It is reassuring to hear from someone who also experience and survived the Great Recession.

If you're in the space I'm in, you are competing with 50k Tom Dick and Harry's. 

That will accomplish two things: first, you'll know the tenant is gone because they took the electric out of their name, and second you won't have a turned-off refrigerator growing smelly bacteria experiments.As for the current problem, assuming your area picks up trash weekly, do just like @Theresa Harris said - wait until the day before trash pick up day, double bag everything, then clean the fridge.
