At this point the car has 2 broken tail lights, a broken side mirror hanging off the side, rust on the bottom panels and just stopped running 2 days ago...this is a textbook "beater"...

It could technically be rent ready with $2-3k of work, but it would still be low end with faux wood paneling, sagging floors and an awkard layout.

Considering the age of the park, what size amperage are the electric panels.

Also, I just got a FOURTH electrician to quote me on upgrading service and panel and it will be less than half what the other cheapest quote was, so we are having all work done after all. 

I just listened to an excellent podcast episode on @Jason Hartman's Creating Wealth podcast where Jason interviews a panel of self-managing landlords, and they talk extensively about tenant-proofing your property.

Lilyann pricing was better, but went with Cabinets to Go as they were local, we could see the finished product in the showroom, soft-close included in price, and they helped us figure out all the trim options as we were hanging several from ceiling directly and needed panel, corner moulding, light trim, etc.    

You can look at lighting retrofits or lighting control panels that shut off the lights in the building after business hours.
