Somehow, I sincerely doubt that whatever VA statute that allows the maker of a contract (supposedly) to arbitrarily include a provision that the person who breaches that contract must pay them 25% of the amount on the contract - includes landlord-tenant statutes.So, prove you are right in VA, regarding residential leases.  

My sincere hope is that I can leverage this community to find an honest and reliable mgmt. co. if out of state becomes the only option.

The previous owner was responsible for collecting the rent on the 1st.So what r u saying, since rent wasn't collectEd by previous landlord,  I have no right to try and get it?
