There's ugly wood paneling throughout the house, and in several spots large areas of the walls are warping. 

I have a multi family unit that had the panels replaced and kitchen/bathrooms rewired before I bought it.

For example: an electrician might charge $4k to do a basic breaker panel and wiring job for certain fixtures (dryer, water heater, etc).

As you can see in the picture below there is a 2 inch end panel in between them.

We had to put 20% down and still had to pay out of pocket for new roof, termite damage, upgrade electrical panels, wiring, stucco repair and new fence. 

Stairway, with new plywood treads and risers, and cleaned baseboards:Master Bedroom:Laundry area:Bathroom upstairs:We had the electrical all gone through, replaced the main breaker panel, and wired in some new outlets and under-cabinet lights.

But bringing up a hinge on the electric panel is absurd.How do I approach this request?

The box sits on the wall, the wires run through the wall, if a tenant starts worrying about radiation from the electrical panel I would tell them they might want to think about finding another place to live. 

I'm going to side with @Nick Doria and black appliances. just think most of the SS appliances are for the most part black with 1-2 SS panels.
