In my opinion, this is not discussed enough in the various real estate investing resources/outlets I have utilized over the years. 

It's not as difficult as you may think-- although I never mess with electrical (beyond installing a fixture or outlet) and will only do basic plumbing.

I know of a couple of things that it won't pass but they're minor, like putting GFCI outlets in the kitchen and installing a couple of downspouts.

I take the cards to my local BestBuy or Lowe's outlet stores where you can find open box items.

the walls were plaster not drywall for example and electric outlets were not up to code so just getting it up to code in order to resell it was a cost and risk we didn't want to take.

There may be other issues they are responsible for like the damaged outlet, etc.
