Correct me if I am wrong, so your stating that perhaps there is just a lot of multifamily for sale do to the the large supply of them, and it is not a representation of a shortage tenants due to the oversupply, or perhaps the owners know something I don't and they want to sell for that reason?

One thought is looking into any town planning docs that mention addressing housing shortages etc, you'd be in line with that at least... but I would imagine this could be a tough sell if zoning is single fam... hope you can find a good contact!
