If the tenant is there more than 3 years, my PM won't charge tenant for painting the unit, but they will charge if the tenant left holes, did poor patching, damaged trim, primer for dark colors painted without permission, etc.

Generally lenders will not even talk to a third party about a property or loan without the owner's written permission.

If a company is set up to be paid on collected rent and the government does not allow for rent to be collected or makes it permissible to not pay rent, even if it is deferred, a management company can no longer collect revenue.  

My kids would be entering junior high and I could then have the freedom to attend all their activities without having to "ask permission".

It's entirely possible the easement(s) exists but wasn't found in the title search because a full title search only goes back X years (with X being dependent upon the customs of the state).For 3 utilities to be in the same location I highly doubt the use is without permission.
