We negotiated with the sellers to remediate the UST's and replace the roof before closing.

Mold will require remediation. 

@Edwin Ramirez I don’t have a company recommendation, but look for one that does environmental testing only - that doesn’t do repair/remediation.

I also found this:If the defects your seller failed to disclose concern environmental hazards – for example, the seller didn’t mention an improperly installed septic system -- you will definitely want to look into your remedies under the Statutory Fraud Act.

And then they would just give you a remedy on how to fix it. 

So I’d look into what it will take to make the basement unit safe, get some bids, and go from there (possibly negotiate an inspection objection from the seller for the cost to remedy the clear safety and health issue).   

I found an awesome agent and somehow landed this deal for slightly under list price, with remedies, no appraisal gap coverage and inspection contingency..

I am trying to be civil about this matter but tenant is threatening going legal because of the Pm taking awhile to remedy the repairs and the mold.

So lets just take some wild guesses here:Professional Mold remediation guesstimate 10KFully gut and replacement of kitchen (depending on size and quality level of upgrades) can average 10K - 35K.Bathroom full gut and replace 5K - 15K (depending on fit and finish)Central Heat and Air for a 2 Ton unit 10K depending on type, and if you need duct work add another 3K-8KInterior paint 2KExterior paint 2K-5KUsing reverse cost estimating for contingencies add another 7.5K - 10K So just guestimating your looking at 95K rehab costs.
