Solution #1 - Austerity - it would eventually turn the ship around - but that's 5 or more years of under-consumption, increased savings and paying down debt.. living below our means - which means a sustained weak economy (high unemployment, demand destruction and a slow leak in asset prices).

The exceptions are criminal history of course,   and alternate tests,    for example allowing somebody with no or weak credit to instead pay last months rent and/or an increased deposit.

If you do the analysis properly and include all the expenses including maintenance, reserves, you will find that the cash flow is weak unless you borrow a very low ratio.
