Correct me if I'm wrong but the Japanese public are the largest holder of JGB's, therefore if confidence is lost, there could be a massive rotation from bond's into real estate.  

There are exceptions, of course, especially when it comes to some small, targeted property managers who don't rotate properties and market them like they would their own (i.e. respond to inquiries in the middle of the night, pick up phone calls at any time personally, etc.).

Our reputation to outside areas is that it is high crime and racially strained (from direct talks I've had with a state politician). 

If goes as planned (always an if), then this should have little financial strain.  

I know, I've got my lesson and no more rotations and promises.

I mail them 3 times a year and rotate the cards.

And I for one would much rather pay more for a head of lettuce than pay more in taxes to support the strain on services that illegal immigration brings.
