If I run that same ad but include some basic application requirements (e.g. applicant must prove they make 3x the rent, pass a credit/criminal background, and have a Landlord reference for at least one year) then the number of inquiries may drop to five because people that can't meet those requirements won't bother calling.

Instead, Congress should simply pass a law requiring that all insurance companies doing business in the US must have flood coverage built into their basic policies, for all of the approx 128 million households in the US, not just special flood hazard areas, then let insurance company actuaries calculate risk/premiums and let competition set the price, with possibly higher deductibles like many do to make it more affordable.

I would be glad to have someone give me a copy of their Credit Karma, FICO etc, but everyone has to pass a background check, no exceptions (it's a non-discrimination thing, if nothing else).
