Ohio is a popular market for people in your situation. 

I bought a condo in Norman Oklahoma 3 years ago and due to the rental market, I have struggled to get another.

Also, I don't know anything about the property but if it's under rented it may not be in market rent condition.

At some point you buy and fix up real estate to eventually sell it and live the life you desire.One piece I would make sure to consider is the current condition and rents for the duplexes before you put them on the market.

In this market small multi families are not traded frequently meaning they do not have comps for these properties.

I’d really appreciate any recommendations on strong markets to invest in across the U.S., as well as any advice for a first-time buyer.

Have you explored any other markets? 

This property has a ton of deferred maintenance but I'm purchasing it well below market value and I have a decent budget. 

The Packwood, WA market encompasses this mantra, with a flood of weekend warriors up to White Pass ski area in the Winter, and absolute Hunt/Hike/Bike/Fish Mecca in the Summer/Fall.
