This coupled with a Afganistan debacle led by a demented man with cognitive decline led a communist nation to be brave enough to invade Ukraine causing European supply chains to be disrupted. 

Why did they get spooked? 

Even though he did everything right and fixed all that he found by opening up nearly every wall in the place, people continue to be spooked by the unknown.  

I was doing rehab on the property when the robber came in, was going to rob the place, but because I was walking in and out and around with a hammer in my hands, he got spooked, left and robbed a place down the street.

Based on how you explained it in your posts, I can totally understand why the seller is spooked.

I got a bit spooked with the volume of available multis in downtown York thinking they must be unrentable areas.

Plenty of other risk factors like war in Ukraine, war in middle east, war in Taiwan, war with North Korea.   

I've done some drive bys and walking around various areas and have gotten a little spooked TBH! 

You can come up with any agreement you want, but some tenants may get spooked away or it can turn into a point of contention later on.
