Data center development companies, in general, will build their own energy infrastructure with transmission (not distribution) infrastructure. 

It sounds like there are problems regarding infrastructure like roads and water supply.

Finally, I look at housing starts, price points, infrastructure and safety - both cities are comparable, although Huntsville seems a bit better.

The risks, returns, underwriting parameters, and infrastructure needed to succeed in investing in mortgage notes is different than investing in the equity position of the real estate.  

Mount a simple noise monitor that provides objective monitoring of levels.

It can also be a positive factor - possibly an improved infrastructure as it may bring better roads, parks and retail options.

There are usually some good, local investors that monitor those forums.

My guess is your development (not including infrastructure and non recurring costs) even in your large volume is over $450k but I have less clue as to how much is structural (issue with me doing rehabs and not development).  

I personally think networking & closely monitoring other creative deals done by which attorney would be a good place to start.
